Candidate StatementRural Nebraska has several important issues that need immediate attention and action. Water is a valuable resource and a policy that treats surface and ground water irrigators as well as domestic, industrial and recreational users in a fair and equitable manner is essential. Access to good water is a right of all Nebraskans.

The trend of population out of rural Nebraska must be reversed to population into rural Nebraska. Recruiting good families and individuals from other states needs to be a priority for every rural community. We have a great story to tell in quality of life, and we must become more effective marketers of what we have that others could enjoy. The net result would be lower taxes as we increase the number of people who pay taxes.

Basic agriculture needs to be strongly supported and livestock operations need to be encouraged to expand. This type of expansion brings additional jobs to the area. We need to capitalize on the entire cycle of growing grain, feeding livestock and providing grain for ethanol production, feeding back the distillers grain to livestock, processing the meat from finished animals, and selling the meat to our citizens as well as exporting the finished product to other states and nations.

Education must be a top priority. We have quality schools, teachers and administrators in rural Nebraska. They have helped pace our students fifth in the nation in academic achievement. We rank thirty ninth in teachers'salaries, and I would encourage efforts to move Nebraska further up the list. We want to keep and be able to recruit top educators. Education can't be short-changed if we want good results in economic development.

We also need to address tax issues in the state. Taxes are too high, but relief would come with more taxpayers as we realize population in instead of population out.
